Applications for the Low-income Home Energy Assistance Program (LiHEAP) will be accepted by appointment only from January 7 through March 31 or until the Council’s funds have been obligated, whichever comes first. Applicants must be a resident of Bourbon, Fayette, Harrison or Nicholas County, with household income at or below 130% of the federal poverty level and meet the definition of being in a home heating crisis situation as defined below:

  • The household is within four days for running out of fuel if bulk fuel (coal, fuel oil, propane, kerosene or wood) is the heat source; this can be self-declared and you will need a copy of the electric bill to verify household address; or
  • The household has received a past due/disconnect notice if natural gas or electric is the heat source; past due notices are only acceptable if the metered utility company does not send out disconnect notices; or
  • The household’s home heating costs are included as an undesignated portion of the rent and the household has received an eviction notice for non-payment of rent from the landlord; or,
  • The household participates in a Pre-Pay electric Program and is within ten days of running out of pre-paid electric.

List of Docs to Bring

Failure to bring all required documentation with you to your appointment will delay your assistance. We require all the following documents:

  • Social Security card(s) or official documentation with Social Security numbers (or Permanent Resident/Green Card) for everyone living in the household.
  • Disconnect notice, seven-day eviction notice if heating expenses are included in your rent, or for bulk fuel, the notice that you are within four days of running out of fuel. If you participate in the Pre-Pay Electric Program, your utility statement that includes the utility's name, your account number, and the name on the account.
  • Proof of household income from the previous month or proof of zero income; for example:
    • Check stubs (MUST have all check stubs showing pay dates and gross income for the calendar month prior to your appointment date and verification that you did not receive the maximum number of checks issued by your employer)
    • OR, Current SSI/Social Security Award letter or Current Food Stamp Award letter
    • OR, Unemployment Check Stubs
  • Proof of ID
  • Examples of items which cannot be accepted are previous LIHEAP applications, bank statements, copies of benefit checks, and 1099 tax forms. We cannot accept K-TAP letters or Medical Coverage Letters as proof of other income.
