Applications for the Low-income Home Energy Assistance Program (LiHEAP) will be accepted by appointment only from January 6 through March 31 or until the Council’s funds have been obligated, whichever comes first. Applicants must be a resident of Bourbon, Fayette, Harrison or Nicholas County, with household income at or below 130% of the federal poverty level and meet the definition of being in a home heating crisis situation as defined below:
